How can you create salt shortage with North America and a car on the move? There is an endless salt desert and other sources.

I will assume that some dangerous items or dangerous people are attached to the cargo. Bloodthirsty seeds perhaps? Perhaps the salt is Hg(CNO)2. Or just Lawler.
